I live in Chula Vista, California. My neighbor has a retaining wall of bamboo right on the fence line. It grows under the fence and onto my backyard. It is also damaging the fence. And all the leaves fall onto my backyard. Who should i contact or is there a law i can quote to have them remove the Bamboo

You are allowed to cut or kill any bamboo that comes onto your property.
But you can't make him take it out, any more than you can tell a neighbor to cut down their tree because you don't like the leaves falling on your side of the fence.
If the fence is yours, and it has been damaged, you may have a case for the neighbor footing the bill to repair or replace it.
If the fence gets replaced, I'd consider installing a barrier that goes down 2 to 3 feet below the soil to keep the stuff out of your yard.
Reply:Not much that can be done, no different than if you have a tree that loses it's leaves, when they blow, they go in all directions, no different. You can trim under the fence on your side though to prevent the roots from spreading on your side.
Reply:Call your city code enforcement. They should be able to tell you.
Or do like I did, saturate the ground in that area with muratic acid. That will kill the damned stuff. Just don't get caught.
Reply:I'd have code enforcement take a look at the fence being on the property line. You might have to get a survey done, but there are laws about erecting a fence. In my state, I have to have the membrane on my side and height requirements.
Reply:It's better than having Bamboo poo droppings.. I hear they smeel like pandas.
